CHANGELOG: fix 1.23.0 date and add OpenAI-compatible CA-trust fix
Correct the 1.23.0 release date to 2026-06-23 and document the
system-CA-trust fix (2888cb9, via etke_openai_api_rust 0.1.10) that also
ships in this release.
