Subject: [PATCH] Pin local Rust toolchain to 1.93.0

Add rust-toolchain.toml so local development and ad-hoc cargo commands use the same known-good compiler version as CI.
This avoids the matrix-sdk query-depth overflow seen on newer stable toolchains.
